Ability to modify worldwide/sitewide block-drop maps?

Will there be a way perhaps with the 1.9 version, to modify the drop-item item/distribution for block breaks, or for item drop/distributions with specific tools? Not each time a block is broken, to do a bunch of randomization and drop something else, but to establish a new thing - like for example, harvesting of diorite to have 90% chance of diorite block, and 10% chance of a sugar-item renamed “salt”… even just replacing it with a sugar item drop automatically would cut out a lot of work, any sugar dropped in an event could then be renamed as salt… but for the ability to add the different drop into the list/proportion results once (ie bootup) and ‘forget about it’ would be killer.

Note - vanilla client mode usage, not a mod that creates a new block, just ‘pretend new things’ in a vanilla system.

There are loottables in 1.9 but they only work for chests, hopper, minecarts(so generated inventories), mobs and fishing. Sponge API will implement this and hopefully add their own implementation for block loottables. I would love this!
