Any permission not explicitly set to something else will default to true for ops.

I just want to notify a message to all online ops, whether he has any permissions or not .

There is no status of operator or not operator if there are any permissions plugins installed. The system of op status is like a permission plugin that gets disabled when you install a real one. Op is an arbitrary designator of ‘staff member’ status normally; if you want to send a message to all online staff members, use a permission.
