Mob despawning problem server (1.12.2)

I’ve one problem with default sponge configuration - mob despawning configs.
What I want: to limit or off despawning some mobs - villagers, horses and some animals (mb some mod-mobs, but main - vanilla villagers)

Us server roleplay sistem use villages for population of any cities, counting taxies from them (non plugins connected with villages, only territory claim and taxies calculation).

What can I do?
