Server.properties location?

Hello, just started with the update to SpongeForge, however i cannot seem to find the server.properties, i checked the wiki page but it only shows how the page looks and not where it is located.
I need it to change the seed of my new world.

same location as the minecraft and forge server jar files, the whitelists, banlists and oplists, etc…
Its the “main”/topmost level for the server

IF it’s not there you will need to run the server once in order for the file to be created.
