Build Height Limit Permission

Would it be possible to have a plugin that increases the height of block placement?
And
Have permission for them.
example :

x has does not have permission. x 's limit is standard 256
y has permission. y 's limit is “lets say” 500
op has op permission. op 's unlimited?

Let me know what you all think and if it’s even possible to place higher then 256.

Minecraft requires some fundamental changes in order to build above 256 blocks.
There is a mod that attempts to do this, Cubic Chunks:

This obviously requires the mod on both the server and client.
