Can't pick up water/lava in a bucket

I’ve recently made a minecraft server using the recommended spongeforge for 1.12.2 and it seems picking up and placing water/lava with a bucket is broken. It will show the fluid in the bucket but not actually update the source block and upon placement it disappears. Does anybody know a fix?

Is it possible something like Minecraft’s native spawn protection is at work here?
Also, can you please tell us what version of SpongeForge you are using?
