No. Neither bukkit.yml or spigot.yml will work with Sponge. Only Minecraft Server configuration files or Sponge-specific ones will work with Sponge.

uh I think it’s a windows bug – run it on linux or if anyone has a windows dev environment they can look into it (I’m moving to a new laptop in a few weeks so I don’t want to set up a dev environment then have to start all over again), otherwise I’ll get to it in a while.
