Ender Pearl Cooldown

I think a simple plugin which places a cooldown on ender pearls after use, for a configurable amount of seconds would be a great and useful plugin, especially for PVP servers. There could also be a permission which allows you to bypass the cooldown. Not sure how trivial this would be, but if someone has the time and inspiration to create it that would be greatly appreciated.

I’m wondering if any of the 1.9 combat changes in regards to cooldown can be used? or if it’s entirely client side and only works on weapons?

Aaron, does it work for enderpearls as well? or only weapons?
