How do I give player achievement ？

It’s exactly the same as vanilla Minecraft: https://minecraft.gamepedia.com/Commands/achievement

Unless you mean the permission to give achievements, that would be minecraft.command.achievement

Unless you’re talking about via development (making your own plugin), I don’t know the answer to that, you’d need to check the docs.
