I can't figure out why my server is so laggy

I run a pixelmon server for me and my friends off a computer,

I pregenned the world adjusted all the settings and flags and it’s still really laggy at times

How much memory does your actual computer/server have? What’s the CPU?

While your arguments aren’t the latest, they should be fine for what you’re running… So if it’s still lagging, after pre-generation and everything else, I would assume it’s something on the OS or hardware level.
