Just a few tips: You should iterate over all transactions instead of processing only the first one (LeafRegen/ListenerBlockBreak.java at master · axle2005/LeafRegen · GitHub). Adding a way to configure the duration the blocks take to regenerate would be useful.

This was made as a very simple plugin on request. 
There are a lot of things I could have done to it to make it better.
