Limit Enchantments

I am not sure if this is possible, but it does not have to be the most elegant thing. I would like the ability to limit the level of certain enchantments and get rid of some completely. Max level would be specified in a configuration file, with 0 meaning disabled.

If this is not possible would it be possible to modify the effectiveness of specific enchantments such as sharpness or fortune?

This is very possible and depending on the amount of time I have, might do this.

Doable as a plugin, hopefully, as soon as #596 is implemented
