I love sponge and i rly want to make a server with mods and plugins but the main essantral plugins and mods arnt there so i need a devleper. (Sponge Developers you can join too). Im wanting to make a server where you can play SkyWars with mods like LUCKYBLOCK and you can earn Mods when playing the game (that is possiable iv checked on the internet) or something like that. I know lots of people that code , but the dont code sponge API. If someone wants to contribute for dev that would be appreciated. The server is online and im ready to start

Try EssentialCmds or Core. They are Essentials equivalent plugins in sponge, atleast right now.
I think he want’s to deny the usage of certain mods (via permissions?!) and wants to reward players by giving them access to said mods.
Yes exactly, so a big java project that holds mods so you can a just them like ‘rewarding a player with a mod’
You can use EssentialCmds or Core as an Essentials replacement.
You can use Foxguard as protection plugin aaaand finally
PEX 2.0 as permissions plugin.
With this trio you should be able to get your server at least into a publicly usable state 
They sure do but only for plugins
