I think that only way to make its “fair” is to not use any list at all!
You can just make database of servers with search by tags/mods/plugins/versions/etc. and not showing any servers at the main page until user uses search engine.

Whatever you do, just don’t let votes be a factor for ranking. Votes means corruption and cheating. An honest server listing site would be a welcome change. I have no idea how you’d make money from that, but the truth is all the current popular server listing sites make money whilst servers themselves make little to no money. Please just make it fair and honest.

i think an algorithm for popularity would be a thing like this: (pseudo code)
every 15 minutes {
add playercount on the server to the score
increase counter by 1
popularity is score by counter
popularity is popularity by max player times 32 //to make it slot independent
if month changed reset counter and score //optional
}

Edit: the 32 in that code would be the max popularity value

I kinda want to know what the status is on this. A project like this doesn’t require much turn-around time.

I like the server info pages with all the stats and stuff.

Also, as far as i know they crawl through all IPs on the default ports to scan for servers automatically. That way you can find a server (e.g. by popularity) without the server owner even knowing his server is listed there

You could also provide small space for a world thumbnail or dynmap embed, idk
