Opening Sign GUI on client?

I’ve seen Hypixel do this. I’m not sure exactly how they do it, but it shows that there is definitely a way to force open the sign view for the client (with pre-existing text).

I don’t believe there is proper API support for signs.

Correct. You would be using PacketGate.
