Something along the lines of AdminShop
It seems to be discontinued as the mod author doesn’t frequently respond nor fix the problems with the plugin.
Would like this new one to support modded items (Pixelmon specifically)

why not use Pixelmon shopkeepers instead of signs? having half a dozen NPCs is more efficient than a hundred signs
Also, AdminShop definitely supports modded items, many Pixelmon servers used it before we added the Shopkeeper NPC
There doesn’t look to be a way to set the shopkeeper to sell specific items.
