Spawn pokémon (Pixelmon beta 12)

Hello, I have a pixelmon server with dozens of players but virtually no pokemon spawn on the card.

No pokemon spawn on land? We would need more information - including potential conflict plugins, like land protection. If you do not use anything of this, then have you checked in your server.properties to see if you have disabled mobs? If you have, then nothing would be spawning.
