Void World Generator with Plains biome?

What would the code be to make a world generator that doesn’t spawn any blocks, but has the biome of plains in chunks it spawns?

Have you looked at the one in Sponge?

I’m currently using Sponge’s void generation, but it makes the biome void too so mobs can’t spawn.
